The USA Community Partners Project, Inc (USACPP), is a 501c(3) organization dedicated to providing a variety of humanitarian services across the Southeast. USACPP’s main charitable program is the Francis Marion Disaster Assistance Resource Team (FMDART). FMDART is a registered South Carolina private volunteer Fire Department/Rescue Squad that solicits charitable donations to acquire, rehab and maintain specialized emergency response equipment. This refurbished equipment is returned to public service during natural disasters through mutual aid agreements with municipalities, first responders, and other government agencies in low-income communities. High-water vehicles, incident command trailers, generators, boats, atvs, western shelters, field kitchens and PPE are just a few examples of the surplus equipment offered to low-income communities free of charge.

The FMDART Program was established in 2019 after co-founders Walt Knott and Stephen Bailey witnessed first hand the extreme impact Hurricane Florence had on low-income communities across the Carolinas.
FMDART is committed to maintaining a constant state of readiness for deployment of our equipment and resources when it is needed the most. We take pride in our community service and look forward to making a difference. Our equipment is here to assist first responder agencies who might not otherwise have the financial resources to acquire and maintain such equipment or services.

FMDART provides a variety of support services to state agencies during emergency evacuations.
The SOARescue team is composed of a variety of specialists, from field level operators, to Physicians, chiefs and other professionals to quickly respond during an emergency.
FMDART often participates in emergency training exercises with local and state agencies.
